This one is super kick ass useful!
I had it on my list to write something like a console for WordPress which would let me setup via script, but frankly this means I don’t need to! Woop :)
Having just gone through a few painful upgrades to 3.5, perhaps this could also be extended to list which plugins you have enabled. Then the list can be saved easily for use with this plugin post-upgrade.
Disabling all plugins has been a frequent step when upgrading sites to 3.5. since so many were not ready for it.
Plugin Central has been doing this for years and more, you can import/export the list of plugins and active plugins, it also notifies of updates in the dashboard: http://wordpress.org/extend/plugins/plugin-central/
